François has practiced at the City of Philadelphia Law Department since 1997, serving as an Assistant and Deputy in the Transportation Division and as a Divisional Deputy for the Finance and Contracts Division. He is currently the Chief Deputy for Commercial Law. François, whose practice is focused on procurement law, contracts and municipal finance, manages the three Divisions in the Commercial Law Unit – Finance and Contracts, Intellectual Property and Housing – and serves as the City Solicitor’s designee to the Philadelphia Board of Pensions and Retirement. He began his practice as a commercial litigation associate at Blank Rome. Prior to his legal career, François held teaching fellowships in the Romance Languages Department at the University of Pennsylvania and in the English Department at the Université de Lyon in France.
